I agree it would be good to replace the TV if possible as it could be electrical problems or something dangerous. Ahis Mama gave you excellent advice. The best way to help your dog is quickly get on this with good and positive associations as she described and calm understanding on your part before she makes a big deal of this over time. You might sometimes turn on the radio or another sound system in the same room to mitigate some of the tv noise, even opening windows, etc., and then feed her treats as a reward when the tv noise happens. Make yourself stay calm and matter of fact and associate only really good things such as treats or a squeaky toy thrown across the floor when the tv noise happens. If you can get her distracted and playing through the noise with a treat when it happens, she should begin to react more positively to the noise/treat over time. It goes very slowly and there are setbacks so be prepared with plenty of positivity and patience. Also, get her involved in other behavioral modification training to boost her positive feelings about you as her leader, who will keep her safe and always have lots of fun training to do with her.
