Her head looks silky, are you sure her body is. If it's getting tangled like that it could be soft. Mind you she is still young, so you could end up with a very silky, very soft, or very inbetween pup.
I'm growing Maci's cotton coat out for winter, but keeping her belly shaved/trimmed as that is the only area that really mattes up and tangles. Sorry I don't have much advice for growing out... good food, regular grooming, and some good shampoo/conditioner!
