Ok here are my thoughts. I would prefer to use news paper and throw it away. But my puppies rip it up. So I use a standard cat litter pan with washable pee pads. I made the pads myself to fit the cat pan. They are all cotton. My sister uses the pet apartment system when she traines her poodle pups. But I have a very small house and the apartment things are quite large. I need something that is small like the cat pan. Also the pads stink so I wash them everyday.
