I dont think you are confusing her at all. You are doing it the correct way. Myself I used newspapers (much cheeper) than the pee pads. One thing that may be helpful is to always use the same door in and out for pee time and have her pads close to that same door. That way she learns that that is the door she needs to go to for potty time.

Eventually, the older she gets (bigger her bladder) gets she will be able to hold it in for the full 8 hours. But that is a long way off. Mine were completely potty trained (No accident) at 6-8 months old but I am also home with them all day. If you keep doing what you are doing she should do very well and should be totally potty trained for outside use only within the next 5-6 months. As long as you are consistent.
