I don't believe you can compare a 13 year old young teen and a 22 year old adult.
My point was, in that situation, I'd think if a parent didn't care enough to meet the people whose house their kid is at and see the kind of people he's hanging with, I sure wouldn't think they'd care about playing in the rain.
