For buses, try putting Kaos in a purse-like carrier (Kwigy Bo looks just like a purse) so that the driver can see him until you are already on the bus.
I would try talking to the agency/authorities that handle and license service dogs for suggestions on how to avoid problems. I would also carry something that shows you are a veteran. Hopefully people would show a veteran some respect.
