Is Kaos a service dog (task specific) or is he listed as an Emotional Support dog? My understanding is that hospitals (and even most businesses) can refuse ES animals, but not Service Dogs. But if that same dog is trained for certain specific tasks it can fall under both categories and then receive full protection of the ADA. The situation gets even more muddied if you go in to a VA hospital. There, the individual directors have discretion to whether they will allow even service dogs! I guess if you are run by the Feds you can
ignore federal law.
No matter what, it sure sounds like a very frustrating situation for you. I hope your dad is doing better.
