I'm not an expert but that sure is what it sounds like - My cocker had to have it done and somehow I just don't see groomers doing this as part of their services - I did have my vet do it for her and it wasn't pretty !
Matter of fact...it ran me out of the room in seconds lol One wiff of the air and I was back in the waiting room
