It takes a couple of weeks for a new dog to get used to his surroundings. I agree with the above post. Put his crate in your room.

Have you taken him to the vet for check-ups? Has he poop at all since being there?

If his being fed dry food I'm not surprise he only eats only when his starving/hungry. Imagine eating the same old boring stuff everyday. If you want to keep him on kibbles add a little yogurt or parmesan cheese to it. You can also add some wet food and mix it in. Quality of dry food is very important too.
