It takes a couple of weeks for a new dog to get used to his surroundings. I agree with the above post. Put his crate in your room.

Have you taken him to the vet for check-ups? Has he poop at all since being there?

If his being fed dry food I'm not surprise he only eats only when his starving/hungry. Imagine eating the same old boring stuff everyday. If you want to keep him on kibbles add a little yogurt or parmesan cheese to it. You can also add some wet food and mix it in. Quality of dry food is very important too. Check out the section for dog food here.
