It sounds like dermatitis due to a food allergy. Steam some green beans, grate fresh carrots & cook some ground beef and mix all together. Feed this for a couple of weeks to see if it doesn't work. Also bathe him in an oatmeal or medicated shampoo. (I'd bathe at least twice a week or more). You can get a nice medicated one at most any Vet. offices.
If his persistent odor doesn't go away after a couple weeks, Then maybe it's time for a skin scraping & blood panel by the Vet.
