You can take them for walks in the winter although, One has to use caution! If it is above 35 degrees, SNoodles can take a walk for about 20 minutes ---with her coat on. As to booties, --Good Luck! Snoodles will not tolerate them period! Waste of money for me.
If it is colder, as happpens a lot here in Montana, I just play ball and stuff with her longer so she can get exercise that way. When winter first came, she would not want to go outside, Open the door and she would back up as if to say, "Are you kiddin" me?" But now she readily goes out--even when it was 30 below! But, I just left her out long enough to do her stuff!
So, just see how it goes when you are in Tahoe! She will let you know! If she is shivering, or really lifting her paws as if they hurt, then pick her up and carry her back!
