I had this experience back in early 2010, when we had our new chain link fence put up. The fence guy's helper was absolutely fascinated with Neo and just snapped away with his cell phone. He didn't speak much English, and seemed pretty polite and harmless, but my inner alarms went off, anyway. I just kept Neo really close, and put locks on the gates after the fence was finished.
