Yes I also suggest you call your breeder. And also you can check with other vets in your area for advice. Maybe over the phone. sometimes you can walk in to a clinic and tell your problem to a vet tech and she will consult with the vet for you.
My gut feeling is this puppy probably needs one more set of shots at 16 weeks and then no more immune shots for one year except for rabies. IMHO
As for over vaccinated. We are not sure and there is really no way to tell unless the animal becomes ill. I will say it is NOT common but only that it does happen. We do not have enough research data to confirm the "over-vaccination" theory. At this time is is antidotal only. Means on a case by case basis. So until you see a problem please do not worry. Okay?
Can you check with your breeder and/or another vet for advice?
