I would just suggest keeping the hair cut around the eyes, as that seems to help a ton. They do have products like Angel Eyes but I am not sure how recommended they are.

Bogey's eyes are actually much cleaner now that I have let his hair grow around his eyes. I do keep him in a topknot though.
To the OPer~I would suggest trying a limited ingredient food to see if this helps with the tears. I feed Natural Balance Lamb and Brown Rice to mine and they seem to do well. They offer several different varieties in LI line of foods. It's much more simple to try a few different foods to see if the problem clears itself.
