Vaginitis is an inflammation of the vagina. I've never heard of it being hereditary or genetic in humans, so fairly certain it wouldn't be for dogs either.
It's more common in spayed bitches though. It can be caused by many things but a UTI is most common. However, it can cause a UTI as well.
