My moms rescue Sammy wasn't much into being cuddled when they first got him but now he lays up next to her with his head on her and will do the same to my dad. When she would pick him up to just hold to cuddle he would last a second and then squirm but now he almost last a minute and is getting better. They have to learn and find out that they are not going to be abandoned again and are safe and loved as well as learn to trust you.
