And, adding to this, 3 lb is too small to have puppies in my opinion. If money is the issue on getting her spayed, have you checked for local places that will do it at a reduced cost? In my area we have a clinic that does it way cheaper than my vet does. I think that would be better than the risk of her having puppies.
