I would go with using as few pads as possible. Depends on the size of the pup and the size of your home. The pup needs easy access to the pad, but that doesn't mean one in every corner. Judging from what I have read here of various experiences, too many pads does create confusion and training problems.

I have one on the first floor of the house, and one on the second floor because my boys aren't allowed to go near the stairs.
