You can tell by all the responses so far that the YT community is unanimous in thinking you should report the incident both to animal control and to the police despite the intimidation. I agree, but would add that if I were living next to such a bully I'd be VERY careful from now on. When you report, he could try to retaliate - not just by refusing to pay the vet bill but by doing something worse - don't want to list all the possibilities, but I'd be afraid NOT to have my baby on a short leash from now on. When you're dealing with a bully, it's hard to know what their limits are. No need for paranoia, but just be careful with little Parker.
