Now that you know Parker is okay medically, report this attack to Animal Control and the Police(non-emergency now), since aggressive loose dogs are considered a threat to public safety, send the owner of the dogs a registered letter for full payment of medical bills with a cc notice at the bottom of the letter to the Police Department and Animal Control - sent registered mail, return receipt requested, and by regular mail twice using tracking services for each regular mail letter and buy a good fence. Then, invest in some good dog repellant such as Mace, a taser or a bull horn or whatever you think you will need to scare them should they jump your new fence and go after your baby again. I am so glad your baby is going to be alright and I know you must be scared to death. I pray nothing more happens and you and your baby stay safe from these beasts and their irresponsible owner.

P. S. If they don't pay, you could call your city/county and see about filing a complaint against them for the dog attack under the vicious dog code and see if the judge at court will order them to pay it.
