I would be asking for the neighbor to pay the bill. I would also report it to the police, get copies of the report as well as vet bills, and if he doesn't pay, take him to court.
Here if ia dog bites or attacks someone, if they can't prove rabies vaccination, they are taken and quarantined for 3 days (I think-may be longer). I would be reporting it to animal control as well.
