Default Parker was attacked

This morning I took my 4lb little man outside so he could expel some energy before I left for work and he was attacked by my neighbors two mastiffs. For some reason they were not chained or fenced, my neighbor had just let them roam around and as soon as they saw parker they attacked. Before I could react the girl had my baby in her mouth. I screamed at her and went after her...she dropped Parker and started coming after me. At that time the male Mastiff went after Parker and I was able to grab onto his collar and pop it as hard as I could. My neighbor caught the girl before she got to me.

Needless to say, I took Parker to the emercengy clinic here and luckily he only had some abrasions on his hind leg, no internal damage. They gave him rabies shots because I am not quite sure if they neighbor's dogs are up to date on their shots or not, and gave me some antibiotics. The bill of course is about 214$.

My question Is my neighbor responsible to pay for this??? I know there are leash laws around here and Parker has an electric fence so we were on our property but those dogs were not chained, and my neighbor knows his dogs are aggressive so they have no business roaming free about the neighborhood. I had no clue he let his dogs out of his yard. My baby was attacked on my property and now is terrified to go outside...I had a hard time getting him to come outside to my car because he is so shaken up
I am really bad with confrontation but I feel it's his responsibility to pay the bill for the damage that HIS dogs inflicted on Parker.. is this correct thinking? Should I ask him to cover the bill>>
