 Yorkies and snow
Never leave him out there alone. Their feet can freeze up and they cannot move so watch him every minute being ready to grab him and bring him in. A little young guy like that can easily chill.
You are better to do as suggested, shovel an area for him so he isn't standing in the snow so much.
