I just keep one pad down and always in the same place in an extra bedroom. (I call it Heidi's room - has her kennel, puppy pad & all her stuff... and of course pics of her on the wall!) If I had a large house I'd probably put one per floor, depending on your house size & layout. I'd try to always take them to the same pad though, especially until they truly know that that's where they are to go and do it consistently.
At night I leave a little nite light so she can see to get down the bed stairs and another nite light in the room with her pad.
