I'm not a vet, but I oppose flea and tick collars. Wearing one temporarily for outdoor walks may be okay (not sure if this would be fully effective against fleas), but there is a risk of the dog chewing on the collar if it is left on all the time.
Our previous dog (85 pounds) didn't chew on her flea collar but I have a feeling that it may have been responsible for the cancerous growth in her mouth, close to her throat. We caught it early, the tumor was removed and she went on to live a full life. I don't have any evidence that it was the collar, just a feeling.
