I googled it and see a Steven Sweeney (D) sponsored the bill. Didn't read through it but cosponsors will usually be listed at the bottom. Did they slip this bill by during a legislative session w/out any publicity - how is it just coming up now? Remember that they can always repeal any bill any time they want if you legislature has the votes to do it.
