Sounds normal.
They usually want all surgical patients there in the morning. Vets have a block of surgery time and they don't want themselves or their techs to have to run and admit pups while trying to do procedures. Also during that time, preop bloods are sometimes done if they haven't been already, the IV is placed, sometimes sedation is given, a pre-anesthetic exam is done, the patient is prepped, etc.
