Most rule of thumb, if a fish smells, it's old. Shellfish starts to decompose soon after death, faster so than fish. It's better to go to a market that sells whole fish, so you can look at the eyes, shiny glossy eyes means fresh. Then have the fish monger prep it for you. However, most fish markets stink due to the trash there. You'd have to go to a high end place. Or even better, buy the fish in the tanks that are still swimming.
Chilean Sea Bass is SOOOO good. Even my vegetarian friend who hates all seafood said it was the best thing ever.
