I don't see why not. Brain freeze is caused by the rapid cooling then rewarming of the capillaries in the sinuses that stimulate certain cranial nerves causing a referred pain. I'm no expert on canine comparative anatomy, but it would stand to reason if the nerves are in similar places that they would have a similar sensation.
