Bitsy, if you used your credit card (which I'm sure you did since you ordered online) then you can dispute the charge with your credit card company based on the facts you presented above.
Also, find the Better Business Bureau site for that state and file a report with them. I did that for a company I ordered a pair of shoes from online. They sent the wrong color, and I've yet to receive a refund on my returns. It's frustrating!!
