My daughter had this problem with her dogs. It turned out that they had cats that were bringing fleas into the house. The cats had been treated but not with either of the leading brands of flea defense. The fleas had laid eggs in the home and was infested. They had to purchase a flea fogger from the vet's office and remove all animals from the home and treat it. Of course they had to treat all the animals with both Capstar and Advantage. They had no more problems after this. There is also a totally natural product called Diatomaceous Earth that can be used on the pet or given internally or it can be used in the home to kill fleas.
