Actually, one of the best ways to get a loose dog to come back to you is to call to them, then get down on the ground. The dog wants to see what's up with you.
I remember once when volunteer walking, I lost the leash on an exuberent labrador. She was halfway down the block in a flash. NO way could I catch up to her. I dropped down to all fours, and another flash later, she was back. I felt so smart for remembering that trick that it almost made up for how dumb I felt dropping her leash.
