Lorraine The teeth they are referring to would be baby teeth. Yorkies and many toy breeds don't always drop them on their own, they have to be removed by a Vet. Usually it is a good idea to do it when spay/neuter is being performed as they would need anesthesia anyway to remove those teeth. They can have pretty long roots and it is important to have them out. Left in, they can cause crowding, throw off the bite, food can get caught in the tight areas where teeth are crowding and rot.
