Did he just scratch you ? If so I would not make a big deal out of this, maybe the dog was just trying to be friendly and say hello with wagging tail and everything, if his tail was not wagging and the dog maybe showing teeth or growling THEN I would make a big deal out of this.
I work in a vet clinic , I get scratches and bruises all the time and I dont make a big deal out of it but if the dog would try to bite or bite me or my dog then I would make a huge deal out of it and make the dogs owner always have him in a strong leash !

are loose dogs allowed where you live or banned?
