I don't think so. I think many mom and pop, or non-corporate places will put jars out to try to get some "extra". Usually if a waiter makes less than min wage, its at a restaurant, and I think the keep their own tips, so a jar is not out in the open.
However, one of bf's friends works at a casino, and they pool their tips, which I think sucks. No matter how hard or not you work, all the tips get split evenly. I think they do this at bars too.
