If it's an unneutered dog, it's probably marking, and if you wait to long to neuter marking becomes firmly established. A neutered dogs urine isn't so strong though. Joey has been neutered, but he still like to mark on walks, I think it also cuts down on the urge to mark in the house. You might try taking your dog for regular walks, and as someone mentioned belly bands work great for when in the house. Best of luck!
