Don't know the cause really. Sometimes a change in diet makes a huge difference, sometimes it's the drinking water. The cause may differ from one dog to another.
If there is staining, I would use a more appropriate product. Several people recommend using Spa facials during bath time. Ladymom, who is expert in eyes because her pup suffers severe dry eye, she uses it, if I recall correctly.
