She just has puppy brain. With my previous dog I trained her on the potty pad and then outdoors. I took one of her potty pads outside with use for her to go potty on. Eventually she picked up the outdoor potty also. I ordered some of the potty pad holders to make it easy to put the pad down and not have it blown away.
I would recommend putting the grass part (I think you can buy replacement grass) of the grass patch outside for her to go on to help her learn. She will see the patch and know what to do.
