I agree with your vet, treat him like a new pup. Set a potty schedule for him. Once he's already gone potty, you can let him roam with the belly band on. When he's roaming, make sure you are watching him to correct him evey time he lifts his leg. When you walk him, praise him every time he pees or marks. That is so he can understand it isn't the act of peeing or marking that you are correcting, but where he is doing it.
