I agree with what others have said about contacting the police. They should have been contacted immediately and gone there with the owner to claim her stolen dog. The more time that passes, the worse things will be. I know she is dealing with a lot right now, but if she cares about the dog she needs to address it immediately, which it appears she hasn't done. I don't have a very good feeling about this. The so called shelter owner is a real POS in my opinion. They should be working with the owner to get the dog back, but they are not interested in doing that. I'm sure it's all about the money!
