I agree. But, I'm not sure why a shelter would take a dog without having proof that the person who turned it in had the authority to do so. I suppose the person who turned it in to them could have lied and said it was theirs, but from what the OP stated, it doesn't sound like this was the case.
I haven't even said anything about the OP's friend's husband. I hope he is being well taken care of. I can't imagine how frightened they must be at this time, and having to deal with this on top of it is just outrageous.
