I think off leash dogs have a time and a place. In a neighborhood? Nope, I don't want to see any dog off leash. In a park or a public place with a leash law? Nope. I think everyone should abide by the rules. But I definitely don't believe that every dog should be on leash 24/7 either. It's really nice that we have places, such as dog beaches, dog parks (unfenced and fenced) that people are allowed to let their dogs off leash. I love visiting SC and seeing all these dogs off leash having fun in the water on the beach and it'd be a shame if that were taken away from them. Some dogs are fantastic off leash and certain breeds are also more prone to stick around.
I'm 99% sure Jackson would be fine off leash. But, he is a terrier, and a fast moving bunny rabbit is something he certainly will chase. Every time he's ever gotten loose or had the opportunity to be off, he's great. But we practice recall a lot. I often let him drag his leash in large fields (away from roads). Or when we play fetch outside, etc, I just am more comfortable with the leash so he'd be easier to grab if necessary. He's also fine if I drop his leash at a park to take a picture and things like that.
So yeah, I think off leash dogs have a time and a place. But if there is a leash law, then no. And off leash dogs should have manners and obey their owners -- not cool for a dog of any size to go running up to another dog or human uninvited.
