I do not let my dogs off leash unless we are in a fenced in area. First of all, most places have leash laws and therefore it is breaking the law to have them off leash. Secondly, and most importantly, you never know what a dog might see that peaks their interest beyond the point of listening to you. That is simply not a risk I am willing to take with my pets safety.
