Kongs are really great toys, when Chibi was a baby I would put a treat in one and he would play with it for hours. Also if possible you could get a neighbor or a friend to play with him during the day I'm sure it would help, especailly now its summer maybe some kid you know wouldnt mind puppy sitting?,.
