To me that last bit you said about you holding him and they walk by and he lunges for them sounds aggressive. I would not allow that to happen. Firmly and quickly touch his neck with your two first fingers and say NO. That should stop any behavior he is doing that is bad. It's similar to a mommy dog quickly and firmly nipping the pup to show her disapproval of that behavoir.
