What I did which worked for me is scream "ouch" every single time my dog put his teeth anywhere on me EVEN my clothes no matter how hard or soft. Even if he's just playing, this is behavior that I personally would not like my dog to have. Now, Teddy only growls when I play tug-o-war with him and that's about it. I don't think your pup is being aggressive, he just doesn't understand boundaries, which is something that you need to teach him. Patting him on the butt will not really work. Just try screaming "ouch" every single time and eventually your pup will get it, promise!
