I guess that is perfectly fine and up to the business owner in each case.
I love my babies... I don't take them with me around town unless I know for a fact that I will not need to stop for any reason or there is someone in the car to sit with them. Usually only if I plan on being in a dog friendly area that allow my animals to be with me. Or straight to the park and than home.
