I have heard many stories from people before that didn't seem to really care about their dogs. "I gave him away" "Oh it ran away." "They raised tuition and my dog got sick so I put him down." etc etc. Just take the damn dog. They'll just think he really did run away, which he WILL do since he is most likely not neutered and seems like they are the type that won't neuter him. He WILL eventually run away. At least if you take him he won't get hit by a car.
