These are the dogs owners... Terrible. I don't blame you for not wanting to call animal control. An unaltered male dog is going to wander. Those neighbors of yours do not care about their dog at all . I think I would have a hard time not keeping their dog in this case. Maybe pay them a little . Have the yorkie fixed, and adopt him.
