| -sigh- If you know that your dog runs off and you have to chase it down for however long, then is it not common sense to put a leash on it or set up a fenced area for it to run around in? I know it's expensive, but maybe they could at least put up a radio fence! Running around in the neighbors' yards are the least of their worries ... Someone could steal the puppy or it could run out into the road and get hit by a car.
I agree with the suggestion about contacting the homeowner and telling them that the tenants need to stop letting the Yorkie run around uncontrollably. The only problem I could foresee is if it isn't in their lease agreement to have a pet, but I'd say the homeowner would know if the dog's running around the neighborhood constantly.
